I use "Honda metal polish and finish restorer" on my pipes and it takes yellow and (very mild) blue off pretty painlessly. I haven't let mine get really blue though. You should be able to get the stuff in any Honda shop; it's part of their standard line of cleaning junk. It's pretty versatile stuff, I also buff out scuffs on the painted surfaces (like my helmet!) with it.
I read a great review on some stuff called "Blue Job", but since the Honda stuff has worked OK thus far, I haven't tried it yet. I've seen it in HD shops. Comes in a white container with blue writing on it (looks like a white tin of shoe polish). If I ever try it, I'll let you know- I'd ask the same!
